Failure to comply with the sanctions is punishable and can also damage university reputation. It is therefore absolutely essential that every activity involving cooperation with sanctioned countries is properly assessed. Therefore, before entering into international partnerships, one should always check whether sanctions apply to certain countries, universities or companies.
All general relevant information concerning EU sanctions can be found here.
Sanctioned universities
Concerns about its nuclear weapons programme and the human rights situation have led the UN and EU to impose international sanctions on Iran. These also cover education and research opportunities in relation to certain goods and technologies. There are also sanctions for Syrian universities.
As the list of sanctioned entities is very long, below we indicate the list of universities that are on the sanction list.
These universities and research institutes are subject to sanctions:
Iran:
• Sharif University of Technology
• Malek Ashtar University
• Shahid Beheshti University
• Research Centre for Explosion and Impact (METFAZ)
• Iran Composites Institute (ICI), Iranian University of Science and Technology
• Defence Technology and Science Research Centre (DTSRC)
• Organisation of Defensive Innovation and Research (SPND)
• Institute of Applied Physics/ Physics Research Institute
• Technology Cooperation Office (TCO) of the Iranian President's Office
(aka Center for Innovation and Technology, CITC).
Knowledge embargo exemption
The UN and the EU oblige countries to prevent knowledge about making nuclear weapons and missiles from reaching North Korea and Iran. Therefore, since 2019 anyone wishing to study or do research at the group Mechanics of Materials (Department of Mechanical Engineering), group Aluminium Structures (Department of Built environment) must apply for a knowledge embargo exemption. Without this exemption, it is not possible to start a study or research programme or to work within these groups. More information can be found here.
Support assessment cooperation
While it is not permitted to collaborate with sanctioned institutions in countries, it is still possible to collaborate with other universities in a sanctioned country. However, you are not allowed to collaborate with sanctioned countries in every field, and sometimes a license is required, for example in the field of rocket technology.
